I agree that it is doubtful that it would happen for practical cost reasons if nothing else. However from my days as a (live) chess tourney player a couple of decades ago, I can tell you that an awful lot of chess players really cared a lot about improving their ratings. Actually, playing online on two or three bg sites not for money, I wanted to get my rating as high as reasonably possible.

So I can see a lot of players wanting a rating system for competitive reasons. However I can also see some players who would prefer to quasi-sandbag by not having a rating system and thus partially hiding their skill from cash game players who might otherwise look up their rating and say "uh, thanks for the offer for $100 a point, but no thanks, you'd simply be stealing my money".
