I see three reasonable plays here. The hitting play of 8/3*/1*, the escaping play of 22/15 and the escape/building play of 22/17 13/11. All three involve similar amounts of risk, as blue leaves a direct shot after each. The question then is which gives the biggest upside when it works. The hitting play can be pretty much ruled out. There just aren't enough cover numbers, and even if blue does cover, he doesn't have enough wood at hand to complete an attack any time soon. Of the other two, 22/15 pretty much guarantees that one checker will be safe when it works. However, after 22/17 13/11, blue likely will safety a checker and will have builders for the 9 and 7 points in place. I don't think white will hit from the 16 point with aces as that turns the broken 5 prime into a 4 prime, and will leave a blot for blue to shoot at, so this doesn't really involve any more risk than 22/15. 22/17 13/11 has the upside of escaping a checker and bringing checkers into position to extend blue's prime, making it the best play.
