It's too early to settle for the backgame with 23/20. Blue still has good chances to win going forward. To win going forward, however, blue must not allow white to escape. Therefore a hit is needed. I would move 4/3* 23/21. The blot on the 23 point isn't really doing much good, and is a potential target for white. Further, after 4/3, all rolls cover except 61 or 62. 66 covers with 21/3, so moving 23/21 allows blue to cover on 66 without breaking the anchor.
