Slow play impact on Swiss formats

Does slow play have a greater impact on a Swiss format tournament than it does on the traditional brackets prevalent in ABT events?
I suppose it could if you were to wait for all round 'n' matches to finish before drawing for round 'n+1'.
If you were to create some round 'n+1' pairings before round 'n' was complete based on the abundance of similar records, I could see where a player in round 'n' might be incented to stall to avoid certain opponents, hoping they might get paired in the following round already.
In Madison (and, formerly Indiana I suppose) do some matches in round 'n+1' start before all matches in round 'n' complete?
I'm a big fan of clocks in bg. I think the Swiss format even at the local level could be more workable if clocks were used. I run the club in Tysons Corner VA (the club formerly in Bethesda MD) and I'm prepping the club to expect clocks allowed by either player-- BYOBC (Bring Your Own Bronstein Clock) starting in 2009. I expect some resistance but I plan to make the times generous enough (2.5 mins. per point / 15 sec grace) to not scare away the beginners but close enough to the ABT clock timings so that local players can be prepared at regional play.
I hope that those prominent national players in favor of clocks will use their influence to lobby directors to encourage much more clock usage at ABT events, and I'll do my part to ratchet up expectations at the local level.
