There are certain things you can accomplish in the Olympics when you have a nation of 1.3 billion people and an authoritarian government. If one looks back a couple decades one can find that East Germany, with a population just a fraction of the United States', completed very closely in the medal count with the United States.
For an interesting contrast of cultural attitudes, compare China's medal count to India's medal count, whose population is not far behind China's.
