taking 3 checkers off means you have to break a board point while white rides the rail. breaking high points invites white to enter and coast, unchallenged around the board. 2/0(2) doesn't break a high point, and makes it as likely as possible that white will still be on the bar when he rolls again. rolls like 21,22,23,24 enter but don't advance further.
