Slow play impact on Swiss formats

If you were to create some round 'n+1' pairings before round 'n' was complete based on the abundance of similar records, I could see where a player in round 'n' might be incented to stall to avoid certain opponents, hoping they might get paired in the following round already.

If you are going to pair some round n+1 matches before round n is complete, it must be done in such a way that the timing cannot affect who you might play.
