Slow play impact on Swiss formats

If you were to create some round 'n+1' pairings before round 'n' was complete based on the abundance of similar records, I could see where a player in round 'n' might be incented to stall to avoid certain opponents, hoping they might get paired in the following round already.
I mentioned this scenario because when I first started to play at club play in Bethesda MD in 1999, Monty ran the club and often used a Swiss format and IIRC he would do this at times (make some pairings in round 2 before round 1 ended, e.g. putting two first two undefeateds -and conversely the first two losers - against each other) to speed things up, since this was just a small local one-day event. Also IIRC it sometimes got tricky in a Swiss with a small field to try to minimize repeat matchups if possible, and also it was hard to keep someone who might have a slow start, e.g. 0-2 or 1-2 to stick around, so one of the selling points of a Swiss (more guaranteed matches) was somewhat mitigated.
I haven't been to any ABT Swiss events but it certainly sounds like this isn't really a problem at them.
