I don't know what his chess rating was back then. And you are right that if a "strong master" is how you were designated in chess, then you weren't a threat to become a Candidate, let alone qualify for an Interzonal, and probably not even make it into the US Zonal (i.e. the US championship in the right year), which if memory serves was based on ratings for entry.
That said, anyone who qualifies as a "strong master" looks to be in the 99th percentile (at least back then) in US chess. Therefore saying "world class" is indeed a stretch, but is still quite impressive anyway.
Note that "strong master" is in quotes becuase it was a quote from the previous post, and because there is no such title in the US, there is master and senior master at the US level, and at the time there was only International Master (IM) and International Grandmaster (GM) at the international level).
