The strongest speed chess player in the U.S. in 1970, and in the world, was Fischer, so this U.S. Speed Championship may indeed have been comparable to a U.S. Open which the likes of Fischer wouldn't deign to play in.

This is world class chess, in 1970 no less. A quote regarding Fischer in blitz chess, aka speed chess, aka (apparently) lightning chess:

Sounds like a round robin format, so a +16 result is simply staggering against such a field. Ok, +16 is staggering in a swiss as well....
