One thing I've been surprised about over the years is how often it's right to hit on one's own bar point in the opening, even when there are good alternatives, and even at the risk of many returns. Therefore I'll bet 13/7* 24/21 is right, and that's what I'd play over the board despite the huge temptation to make the 5 point.

If Blue didn't have the 11 point, with the two checkers on the 13 instead, I would make the 5, but the 11 adds enough to the race and to Blue's overall prospects that I want to be more aggressive in this position.
