We discussed this very rule substantially in our preparations. It is in direct conflict with the rule of pairing like records. For the WSBC, we gave the like-records rule precedence, and enforced the no-repeat-pairings rule when possible.

In the actual tournament, Steve was the only 7-0 and Brad was the only 6-1 player. Rather than mix them both into the 5-2's, we paired them again. In this case, Steve won. But if Brad had won, we would have paired them again in round 9.
