You will never be able to prevent or detect all attempts at collusion, especially if it is done behind closed doors, but if any attempt such as the one you described is known, there should be severe repercussions. In fact, several years ago at my local club such an incident occurred over a rinky-dink $20 entry / $20 side pool tournament! Player A in the side pool offered Player B not in the side pool a buyout. I made it clear this was not acceptable but Player A continued to make the offer several times. I told Player B to consider accepting the offer only if they planned to never come back to the club and that Player A should then also consider this their last tournament at the club.

I actually should have been more forceful. One of the other players told me afterward that I should have given Player A one warning not to repeat the offer and immediately disqualify him when they did. They're probably right.

I recounted this incident, without names, to a couple of ABT directors at the next ABT event I went to, and they all agreed that such behavior should never be tolerated. In fact, they went as far to say that if it happened again it wouldn't be unreasonable to distribute the name of the guilty party to the ABT directors for purposes of banning said player from ABT events- and this for behavior at a local club.

This event has not reoccurred at my club, and I can assure that if it does I will deal with it much swifter than I did that first time. But the moral of the story is that your concern about the integrity of the game, especially when it affects payouts, is I think shared unanimously by all tournament directors. It sounds like what happened in your case occurred simply because of the TD's inexperience.
