I think the applicable term is "reasonable accommodation".

Physical disability and/or diminished communication skills should be accommodated to the extent the tournament as a whole is not adversely impacted.

I quickly think "can't think quickly enough" is quite subjective and, perhaps, as much an issue of intelligence as disability.
