I believe that the player that has MS has troubles with his eyesight. As with some of the older players, it is difficult for him to see the whole board at once, so it takes time for him to scan the board and put the picture together in his head. It also takes him an extra second or two to find the dice and direct his hand to pick them up. Also, various pains and twitches distract him during any protracted analysis - making him restart frequently.

Put those things together, and 2+12 is clearly insufficient.
