Reading Bill's first response I thought he was on the right track. If your policy is that you welcome physically handicapped participants in your tournament and will make "reasonable acommodations" for them, do that. The phrase is intentionally amorphous, since what is reasonable is situational, depending on the handicap and what accommodations you and your schedule can reasonably allow.

I hesitate to say exactly what it is you should do, since you are there and I am not, and my confusion over "isn't able to either make the mental assessments required quickly enough" wasn't clarified by "just slow to work through his options." Your "reasonable accommodations" (if any) with regard to time controls and procedures ought, I think, to be geared to your objective assessment of your handicapped participants' difficulty with performing physical actions.
