Need to maximize avg over the 36 rolls of max{.5, cubeless GWC}.

24/14 is very clearly the worst to me. Never get the added benefit of the runner not being hit and 11 times you are significantly below .5.

24/18 13/9 is not as good as 8/2 6/2.
