His numbers show 24/14 and 8/2 6/2 too close to call, although 24/14 did very slightly better. Leader can take after either play if he rolls 31

I think this is not quite right. 64R 31P is a pass IMO. 64P 31P is definitely a take.

I also think 64S is very reasonable. There are 27 hitting rolls--true. But if opponent hits with a 6, is he taking? There are only 6 shots at the outfield blot, vs. 11 shots at the blot with 64.
