If you play 11/10, White will hit with 35 and run with 36. If you play 8/7, White will only hit with 36. All the other threes break even, I think. This is the big reason to me. The builder is generally a little bit better on the bar than on the 8 point. Then if you make the 5 point by breaking the 8 point, you keep a more solid prime.
It also gets a builder within range of the ace point, but this seems like a fairly minor consideration to me. The duplication of sixes isn't important in my eyes as Blue doesn't actually want to break the anchor, and if he threw a six he wouldn't run (unless it's boxes). Anyway, since I see good reasons for 8/7 but don't see any good ones for 11/10, I figure 13/7 8/7 dominates 13/7 11/10.
