A clock will be put on any match which appears to be behind schedule. We need to work out exactly what this means, but the idea is to catch the problem before it starts. This proposal falls short of putting clocks on all matches, but it does set the precedent of putting clocks on all matches that are causing a problem.

I think in order to make this work you will need to put clocks on matches before they start where the bracket appears behind schedule. As others have noted it is generally too late by the time a director puts a clock on a match in progress, and if a slow player is playing a fast player it penalizes the fast player more than it would have to have had the clock from the start of the match.
