I think one factor that we may be overlooking regarding the suggestion of clock use by an individual in a match is perception of intent.

If, in Chuck's instance, the opponent suspects that Chuck is trying to gain some sort of an advantage over him by suggesting the use of a clock then, of course, he is going to react negatively.

If clock usage is mandated by the tournament director then that perception is negated.
