This is a public forum and a controversial issue, so you are basically seeing extreme opinions from a variety of sources. My own position is that I would like clocks to be mainstream (hence the idea of mandatory clocks), but I am willing to consider the needs of players and TDs, of course. The question in my mind is what will make the use of clocks more amicable to players/TDs and where progress lies.
Some of what you mentioned are difficult issues.
Clocks are to be mandated for all matches. We don’t care whether or not a player wants to use a clock, we want them to use a clock and that’s more important than their feelings or opinions. We don’t care whether or not the match is causing delays. They need to use a clock even if they are one or more rounds ahead of the field.
If clocks are part of the process rather than a "punishment" then they will be more commonplace and reduce delays. Thus by instituting a clock on a match that isn't causing delays you can still reduce delays, if it helps to make clocks more commonplace. But of course I am willing to entertain other possibilities here.
We don’t care whether or not there are enough clocks for all. Players who don’t own clocks will have to buy them or the TD will have to supply them. If there is a cost, the tournament will make less money or lose more money as the case may be.
Although the cost might seem significant in the abstract, in the grand scheme of things, it's really minimal. I don't think this is the reason that clocks are not in place. Players will buy a $1200 board and two $30 sets of dice and a few $20 cubes but can't buy a $40 clock? That's ridiculous IMO. Some people will have problems--they don't play in very many tournaments, they don't have a clock, they don't want to transport a clock, whatever--but it is much like the board situation. If both players ideally have clocks, then you have a bunch of clocks left over and people don't go in want of clocks. But given that clock availability doesn't generally seem to be the root issue (even in clocks allowed tourneys like Atlanta!), I don't know why we are even worrying about it.
We don’t care whether or not people know how to set or use the clocks. They must learn.
It takes 2 minutes to learn how to set a clock. If you don't know, someone else can show you. Learning how to play with a clock is more difficult but still it's hardly a huge barrier to clock use.
We don’t care whether or not the TD feels that mandatory clock usage would require additional staff. They are wrong and don’t know their own business as well as we know their business. We don’t care if a TD has an idea which might eliminate the worst problems without a full clock mandate.
This is a more difficult problem. I am not sure what the right answer here is.
Shame on the tournament director who calls a time default! Shame on the player who accepts one!
Is a player allowed to refuse a TD's decision? I would think that the TD's decision stands regardless of whether the player accepts or not.
