Clocks, of course.

Anyway, the circumstances are obviously paramount here. Are there any witnesses? Did B ask A to wait before lifting his dice? (I have often asked people to stop before making an illegal play while their dice are on the board, sometimes it stops them, sometimes it doesn't).

In absence of anything else, A's play stands.
