The big observation is that you are catering to 6's. So O.k., suppose we each move a 6. Then I move 13/7 and you move 12/6 and the positions are identical. So you haven't gained anything at all. Suppose you never get 6 exactly though. You might end up wasting a pip. Suppose for example the next roll is a 5-2. Whose position looks better then? There is just no way that 13/12 works better than 7/6.
