Technically, Bob is correct. It is an impropriety, and even a local event can have a spread between the winner and runner-up that some might not consider trivial.

I'd bet that most likely here the player faced with this move was thinking about it for some time so it was obvious this move was not considered routine, but it's still best to err on the side of caution.
