Clocks Allowed Definition

If you read the US clock rules, the definitions are clear.

Allowed - clocks used if either player wants it.

Required - clocks required in all matches.

Perhaps 'allowed' isn't the perfect word, but that's what it means. It is explained in the rules.

If both players want to use a clock when neither of the above are in force, (the 'optional' concept), then that should obviously be OK, IMO. However, the TD should be informed.
