There are two alternatives to consider for a person with a physical handicap.

On the most commonly used clock, the Excalibur GameTime II, the delay time can be adjusted upwards to a maximum of 19 seconds. The delay time is the same for both players, so there is no unfairness. Alternatively, if 19 seconds is not enough delay time than a surrogate to roll the dice, move the checkers and punch the clock could be used.
