But you could not cock the dice a third time. I think the person should be guaranteed a few seconds to make a move and thus would only time out if he feels a need to ponder it or is too dimwitted to find a legal play (any legal play).

There was a proposal about being allowed to restart your time after a cocked roll. It solves the problem but gives another about having to constantly be hitting the clock. What if this were allowed only when the pool time is 15 seconds or lower?
