My clock proposal for ABT events for 2009 and beyond

I just read this entire thread, and see a lot to like. My two cents:

1. I would want to see the pool time be 15 seconds, possibly longer to accommodate someone's handicap or whatever, but never shorter.

2. Regarding cocked dice, whoever has the home boards to their right is at a disadvantage in this regard not only during the bearoff, but pretty much from the get-go. Throughout the game, checkers accumulate in the home boards and thus provide more surfaces against which dice can lean, or on which they can land. I like the idea of being permitted to stop the clock and re-roll if they cock. It won;t lead to excessive clock-punching IMO anyway, since the dice don't cock all that often on a normal playing surface.

3. The clocks insistable rule won't solve anything; many of the players who most need to be speeded up are players people feel uncomfortable approaching about it for social reasons or whatever. However, that isn't a deal-breaker to me; I'm fine with leaving this in the proposal.

4. We have to decide what clocks are OK and what aren't. I have a German analog clock that Looks Really Cool, even if it did almost land me in Gitmo the time I tried to carry it thru O'Hare; I recognize I need to replace it, but I want to have clear guidace on exactly with what.

Regarding my own experience, I once played a long late conso match with a known slow player; we both had time left from our 15 min reserve at the end, though his was getting a bit tight. Some kibs thought I was down to 13 sec at the end but it was actually 13 minutes! A good part of the 2 minutes I was missing was due to overruns of the 12 sec delay due to cocked dice, long spins, etc. I don't want my oppt losing time for stuff like that either. Hence my strong preference for 15 seconds. I think the 2 min reserve per point is fine but would be OK with 1.5 or a hybrid such as 2 min for each of the first 5 points, and 1.5 for each point beyond that.
