OK one ammendment..if you run out of time you lose in 2009 also....

Based on feedback here and at GU and via personal email, I think it best and simplest just to stick with the current rule that if you flag you lose the match. This again is noting that for 2009 this proposal relaxes the current TC of 2/12 to 2/15 while players get used to the procedure of playing with clocks during the 2009 year.

A few of my thoughts based on other issues.

I not very fond of special circumstances for aged or handicapped players, but I wouldn't complain all that much if the TC (after 2009) remained at 2/15 un matches with handicapped or very aged as it would hold the event up all that much. Then again, in 2009 we may find that 2/15 is a fine TC anyhow and just decide to leave it at that in the future for all.

I don't care for the clock being stopped when dice are cocked, as the clock should be hit as little as possible or someone will thing a move was made or forget to hit his side. We can retain the current rule to stop the clock when the dice hit the floor. If we decide to switch back to 12 sec delay time we can reconsider whether to stop the clocks for each dice cock.

Again the idea is to use 2009 as a transitional year where either player can insist upon playing with a clock if he has one available (ie in his posession). This will result in most Champ level players bringing a clock. For 2010 clocks are to become mandatory in all Champ level events. My proposal to charge those needing to borrow a clock from the director $5 is intended to repay the directors for the several more clocks some will need to purchase and also to make sure more players buy clocks. Of course the $5 fee can be waived at the director's discretion and I certainly wouldn't charge a new player who decides to enter the Championship a clock fee.

Lets make 2009 the year that either player can insist on a clock, and 2010 and beyond clock mandatory for all champ events.
