3. The clocks insistable rule won't solve anything; many of the players who most need to be speeded up are players people feel uncomfortable approaching about it for social reasons or whatever. However, that isn't a deal-breaker to me; I'm fine with leaving this in the proposal.

I agree that in the long run clocks insistable (clearer terminology than clocks allowed IMO even if inisistable may not be a word) is not comparable to mandatory clocks, and probably doesn't offer much of an advantage over clocks optional tourneys. I also think that you probably won't get all that many games clocked in 2009, as a fraction of the total games being played. But I think it would provide a way for players & TDs to transition into using clocks in general.

Hence my strong preference for 15 seconds.

I also prefer a time delay of 15 seconds and prefer 1.5/15 to 2/12.

I think the 2 min reserve per point is fine but would be OK with 1.5 or a hybrid such as 2 min for each of the first 5 points, and 1.5 for each point beyond that.

This is interesting.
