I don't know if assigning clocks by random draw is the solution either, as players who bring their own clock may not be able to use it.

You could assign clocks to matches where players don't have a clock by random draw, but this would also create more work for the TDs.

Having all the clocks brought to a tournament provided to a director for use at their discretion just seems wrong, yet expecting a TD to be able to supply adequate clocks for a tournament is also unworkable.

Players can bring their own clocks and use them for their own games. It's much like the board situation--ideally, both players bring clocks, so it's pretty rare for neither player to have a clock or know someone who has an extra clock and just not be able to find a clock at all. Just tell players to bring clocks and have some (5-10) spares in reserve--you don't need to buy 40 or 50 clocks.

I don't think the $5 fee is excessive. In fact, I would also support a $5 fee for board rental to those who don't have a board to play on.

I don't mind either one. It does seem slightly excessive to me if no clock is loaned out, but I like the idea.
