The key here is to implement this policy of clocks insistable during 2009. Little things like a charge for those who cannot find a clock for a match, in 2010, when clocks become mandatory (I hope) are really almost irrelevent in the scheme of things. I mentioned it because I think it's fair and it addresses the issue of director's having to buy a bunch of extra clocks.

I honestly don't expect directors to have to buy many extra clocks by 2010, but some may fear they will have to. Of course, rather than charge the players, the director may wish to sell him a clock at cost plus a buck or two for his troubles, noting he may have extra and that the player needs one anyhow in 2010.
