I think allowed works as well as anything. "Clocks are 'allowed' (by either player's request)." It makes sense to me.
Using made-up words like 'insistable' doesn't seem to be a good idea.
One other thought for clocks mandatory events: If both players don't have a clock, the tournament should have a supply of clocks but only for the purpose of SELLING a clock to one of the players (for the fair price, ~$40 for the Game Time II), and that's the end of it. I don't think the TDs should ultimately be responsible for owning any clocks. They sure don't at chess tournaments.
The players would be warned in the flyer that it is their responsibility to provide a clock for their matches.
