Can't we come up with better terms than "clocks allowed" and "clocks optional"

"Clocks are 'allowed' (by either player's request)."

This was confusing to me until I learned what it meant. It's ambiguous with clocks are allowed (at the consent of both players).

One other thought for clocks mandatory events: If both players don't have a clock, the tournament should have a supply of clocks but only for the purpose of SELLING a clock to one of the players (for the fair price, ~$40 for the Game Time II), and that's the end of it. I don't think the TDs should ultimately be responsible for owning any clocks. They sure don't at chess tournaments.

This is also a good idea.
