Paul, I see a potential problem here...If a match is more than fifteen minutes late, then each player will be given both a time and a point penalty.
I'm losing big to you in the last game of the match that is not clocked and so to spite you I'll play extraordinarily slow so that you start your next round with a point penalty. I don't care because I'm a douchebag loser (hypothetically of course) or maybe because we're in the last chance and I'm done.
Your time control formulas are of interest as a good benchmark for a staff member to peruse the floor and look for potentially slow matches that should be clocked in non-Clocks-Mandatory events. In fact, a staff member could objectively apply a formula of this sort and reduce cries of unfair treatment. But I think to institute this type of requirement into all matches violates the KISS principle.
