Yes, although it would be much harsher than the penalty points system.
Rule 2.3: The first penalty point shall be awarded 15 minutes after the appointed starting time and accrue thereafter at the rate of 1 point for each 5 minute delay. When the penalty points awarded exceed half the number needed to win the match, the absent player loses by forfeit.
So, in an 11 point match, you aren't less than 50% until you're 15 minutes late, and you still don't lose much equity along the way. You don't forfeit until you're 40 minutes late.
Whereas, with 2/X TCs, you would flag at 22 minutes. With 1.5/X you would flag at 16.5 minutes (around the time you would be slightly less than 50% if you showed up without clocks). And even if you show up before 15 minutes have elapsed you can still be way behind.
Of course, harsher penalties would also help prevent delays, but starting the clock would be substantially harsher than the penalty points.
