Clocked matches and penalty points

Starting the clock worked well with analog clocks, but it is excessively harse with Bronstein time controls. If I'm 10 minutes late for my 9-point match, I've lost more than 1/2 my reserve, when otherwise I still wouldn't be subject to penalty points. I'd completely lose my match after 18 minutes, when otherwise I would have only been assessed 1 penalty point.

I think penalty points + Bronstein works well. However, the clocks should be reset with a smaller reserve to reflect the number of points already posted.
