Clocked matches and penalty points

"If I'm 10 minutes late for my 9-point match, I've lost more than 1/2 my reserve, when otherwise I still wouldn't be subject to penalty points. I'd completely lose my match after 18 minutes, when otherwise I would have only been assessed 1 penalty point."
I didn't say it but was thinking a 10 minute grace period just like is obtained before the 5 minutes per penalty point time starts. Which would be worse for say an 11 point match; being 20 minutes late and having 2 penalty points, or having 10 less minutes on the clock? I think the 2 penalty points is pretty clearly more harsh to a large %age of players. The clock penalty only gets more harsh if you actually time out or perhaps have only a few seconds of time left. If it was a choice of playing an 11 pointer starting out down 0-4 or playing from 0 - 0 with 1 minute reserve time vs. opponent with 22 minutes I would choose the time penalty.
