NAND would be better than XOR, because NAND policy would allow clocks to be put on matches where nobody requested one, and XOR would not. How does TRUE take care of all the various possibilities?
NAND has a glitch in that two slow players paired for a match could put their heads together and both go to the director to request a clock. The director, if he's a bit slow on the uptake himself, or is an artificial intelligence developed by Turing fans like Sam, would then have to say No. But an obsolescent humanoid would immediately hit the override and say, "Glad you asked. We've reserved one with both your names on it, and here it is!"
