Hmmm, well, don't forget, in those days pitchers batted, in both leagues. So if they did something egregious or otherwise offensive, they could be and were thrown at by the opposing pitcher. (I remember one brief duel between Gibson and Tom Seaver--you're no "pussy" if you want to stand in against an angry fastball like Seaver had.) Headhunting was a two-way street, and there was a plate umpire to enforce the de facto standard for what brushbacks fell short of the line where the pitcher would be warned or booted.
However, I believe that back then the line was too far into the danger zone.
