Clock Rules loophole?

In the 2nd semi-final, Mario Sequeira ( Portugal) faced # 1 giant Falafel Natanzon. Falafel got lead 10:1 in a 17 pt match: at this point Sequeira requested new dice but the tournament director rejected, since every match was played with official dice of the WBA. Then Sequeira refused to continue the match under these conditions and left the room. After 5 mins he reappeared and after a long discussion the match continued with a new pair of dice…”Surprisingly”, after this…interruption, Sequeira had a 10:10 come back (then the score became 14:15), but finally, Falafel, won the match and qualified for the finals.
Why the match continued with a new pair of dice is beyond me. The TD ruled against it in the first place, if Sequeira didn't want to continue under those conditions he should have been forfeited and the match awarded to Falafel.
What gives that jackass the right to demand new dice when the TD already denied the request in the first place. If you don't like the rules, don't play the damn tournament.
