Whereas an anchor would be nice, we are well poised to get one anyway. This far behind I may prefer the 21 to 20 anyway. OTOH, making the 16 seems necessary, to make it as difficult as possible for Stick to get builders down.

A case can be made for aggressive slotting 8/4, but 8pt has value too, and we may still have enough flex up front to aim for making the points in order.
