A quick summary of my proposal to make 2009 the transitional year to 2010 when clocks are mandatory for all champ level events

The purpose of my proposal is to get all champ level players used to playing with clocks in 2009 and also to encourage them to purchase their own clock.
I will quickly outline again as follows and hope that one of you clock advocates will present it for me at today's upcoming clock forum in Vegas. I strongly believe that a compromise approach is best, rather than ramming clocks down everyone's throat immediately and noting that there aren't currently nearly enough clocks at most events to immediately make 2009 events clock mandatory. Acceptance of clocks mandatory in 2010 will be easier if most of the players have their own clocks, rather than relying on directors to bring and look after a couple dozen clocks.
Key Points:
1) During 2009 all Championship level matches in ABT events (this means Masters and hopefully Open Doubles(slower TC) will be clocked IF EITHER PLAYER INSISTS ON USING A CLOCK. For a player to insist upon using a clock in 2009, HE MUST HAVE ONE IN HIS POSSESSION.
1a) I also propose that just for 2009 we change the TC from 2/12 to 2/15 to give a bit of leeway to those who don't have much clock experience but who will often be forced to use one. At the conclusion of 2009, we'll have plenty of clock experience and can decide whether the TC reverts back to 2/12 or perhaps 1.5/15 or remains 2/15. (This TC change for 2009 is not a key point to me, but I feel it makes clocks less scary for clock neophytes)
2) Starting in 2010 CLOCKS WILL BE MANDATORY for Champ level matches. To be discussed is what to do if there aren't enough clocks present. I feel that directors should purchase a few (this doesn't mean a dozen) extra clocks to charge a fee to players playing match unclocked, or offer to sell a player a clock at just over their cost. Also in an event lacks adequate clocks, it is likely that latter rounds can be clocked anyhow since some players are knocked out.
In 2009 either player can insist that the match be clocked.
In 2010 all ABT Champ level events should be played with a clock.
