This one is not so strange at all. In fact, it is understandable. Finding the play over the board is another matter.
Regarding the cube, the first question is whether you accept that the position is a pass. If you do, then ask the question of what can happen over the next exchange of rolls that will turn it into a take? Not much I think. Therefore, while it is extremely likely that the cube will be turned and passed in the near future, there is no risk to playing on.
Regarding the double 3's, it follows from the same logic. If nothing (well, boxes could be a minor disaster) can give white a take in the next exchange of rolls (even a hit after this play), then the goal is to create the position that generates the most gammons when things go well (as you can cash when things do not go well). Clearing the two points in direct contact with the anchors while diversifying the builders best accomplishes that.
