In position 1 White could bear off in 3 rolls without doubles. For instance if he rolls an average 62 twice, then he can bear off with 65, 64 an 64. That (partly) makes up for not being able to use small doubles in the beginning.

In position 2, Blue has a 5 roll position, the effective pip count being 7n+1=36 pips. White's EPC according to the formula Greg posted is 38. I agree with D/T.
