You are probably right. People do wait too long to double backgames. However, there is a flip side to that. People also are reluctant to pass doubles they should pass when they are holding backgames that appear to still have good potential. Thus, the technical market losers are often not practical market losers. So I tend to wait, and if my position improves and my opponent happens to be disciplined enough to pass I am not too unhappy.
