Well, the seed vs. play question seems easy to test. Simply redo the rollouts from scratch with the other seed. If the results switch when the seed is changed, it would seem that the seed is the relevant factor. If the change in seed does not change the results then it would seem likely that the rollout settings are causing different play choices which are causing the difference.

Of course this is software and there could certainly be a bug.
