I also doubt if the seed is the cause of the difference. The only advantage, afaik, of having the same seed for different moves is that is works as a form of variance reduction.
So when you use different seeds for your moves, you can still reach reliable rollout results, you just need more trials.
I think this rollout has already so many trials that the result should be reliable, even with different seeds, so it looks like something else must be going on here.
