Is there a formula for deriving Blue's EPC? I would have guessed it closer to 37.

It's possible that Blue could miss by rolling a few low 3s, but it's unlikely so it can be discarded. Doubles work except 33, 22, and 11, so add around 0.6 for this roll. The question is how much repeated missing with 33/22/11 costs on future rolls.
